Strangers: The Tarot Arcana
Strangers. Wanderers in the crowd, sometimes poised to stop disturbances such as a player who happens to feel like dabbling in mass murder, sometimes rewarding players for acts of good. A way to make a world feel... slightly more alive. These, in order, will be based on the Major Arcana of a Tarot deck.
Epithet: Arcana 0, The Fool
Commonly Found in: Anywhere. Literally Anywhere.
Personality:
"Hello there! Some call me the 0th Arcana, The Fool. I'd agree. What's your name, good sir/mam?"
A bit unhinged, complete disregard for consequences (even possible Death), and somehow it always works out.

"I am the 20th Arcana, Judgement. As retribution for your sins, I supply Lightning for thy death. The Balance must be preserved."
Justice where justice is due, sin when sin is needed. Playing her is a balancing act.
Abilities:
Enact Karma- [The ability to give the target what they deserve. For those who work good, it might gift them something. For those indulging in evil, it'll inflict retribution. For those who're neither, it'll quite simply do nothing.]
The Persistence of Eternity- [Even if Judgement's physical form perishes... she's still liable to show up again if her business was left incomplete, or if new business arises]
List of Curses- Feel free to use anything short of death curses. However, here are some suggestions. (Note: anything that's overkill should affect Judgement by an amount equal to the excess.)
I supply Lightning for thy death- [Will inflict damage as if the target has been directly struck by lightning. However, as this is a curse, it is not actually electricity based and as such will bypass resistances and immunities, but will not trigger weaknesses. It should also be noted that this curse has no physical form and is transmitted purely magically]
Be condemned to death, blaze eternally- [Inflicts the target with an overwhelming feeling as if they were being consumed by fire. Like the previous curse, this is not fire, nor does it have physical form. Because 'overwhelming' depends on the target, the curse's power self-adjusts to exceed the target's tolerance, regardless of how high said tolerance is]
For thy actions, a Life worse than Death- [Inflicts damage equal to the resentment, hate, etc induced by the target's actions for a period of time dictated at casting. Reported to feel as if shot by bullets + arrows, that persist for the dictated time frame]
Death thou hath wrought upon others, be induced upon thyself- [Instant death. Consent-only, as usual]
